Financial Mechanism of European Economic Area (EEA) 2009- 2014

  • EEA Grants and Norway grants: the contribution of donor states (of Island, Norway and Liechtenstein) for the reduction of economic and social differences and for the stimulation of bilateral relationships with 16 states from the center and the South of Europe and with Baltic countries;

EEA Financial Mechanism in Romania

  • Value of EEA Grants and Norway grants 2009- 2014 in Romania: 305.950.000 Euro
  • Priorities (key areas of support):

- The support of judicial reform, the prevention of organized international crime;
- The support of vulnerable groups, including that of Gypsy population;
- The increase of competitiveness of 'green' enterprises, the stimulation of innovation in the field;
- The support of civil society for the promotion of social justice, democracy and sustainable development.

Romanian Fund of Social Development (RFSD)

  • RFSD is a non-profit, autonomous organism, that supports communities and disadvantaged groups promoting the participating approach, in which community members identify local problems and choose that one which is considered priority for financing;
  • Created by Law no. 129/1998, RFSD contributed to the administering of 6 grant schemes addressed predominantly to poor and isolated communities, the majority of them in the rural area, and it participated at the effective implementation of some projects of national, sectorial and local interest;
  • The rate of absorption of the attracted funds: 98%

The appraisals of financers regarding the management and the quality of interventions: 'highly satisfactory'.

Romanian Fund of Social Development (RFSD)

  • RFSD carries on its activity at the central headquarters, in Bucharest and in the country, at the 2 branches (Iasi and Alba Iulia) and collaborates with independent field experts (community facilitators, project evaluators and supervisors) who support and follow the activity of funds beneficiaries, both in the stage of projects preparation and in the implementation one.
  • RFSD Portfolio includes, besides the 6 grant schemes administered, the participation in the capacity of partner to projects financed from European funds and from private funds.
  • Since year 2013 RFSD was designated Programme Operator for the Programme RO10-CORAI, financed through EEA Grants 2009-2014, having as Programme partner Council of Europe.


RO10-CORAI Programme

  • RO10 Programme 'Children and Youngsters being in risk situations and local and regional initiatives for the reduction of national inequalities and the promotion of social inclusion (CORAI);
  • Programme value: 31.764.706 de Euro;
  • Programme duration: 2013- 2017;
  • CORAI Programme contributes to the general objectives of Financial Mechanism of European Economic Area (EEA) to reduce economic and social disparities in Europe and to strengthen bilateral relationships among Romania and Donor States – Norway, Island and Liechtenstein.
  • Main objectives: the improvement of the situation of children and youngsters being in situations of social risk (with a special attention given to the population of Gypsy ethnicity), respectively the development of initiatives destined to reduce the inequalities and to fight the discrimination of vulnerable groups to social and economic exclusion;
  • Programme Operator: Romanian Fund of Social Development (RFSD) was designated as Programme Operator for the CORAI Programme according to the Memorandum of Agreement among Island, Liechtenstein Principality, the Kingdom of Norway and the Romanian Government;
  • Programme partner: Council of Europe – Directorate** for Democratic Citizenship and Participation
  • Within the Programme one shall organize 4 appeals of proposals of projects:
    • 1. The appeal of proposals of projects 'Local', organized within the Small Grants Scheme and addressed to the communities of Gypsies in the rural area and in the towns with less than 15.000 inhabitants (5.176.471 Euros);
    • 2. Two appeal of proposals of projects gathered under the title 'Synergies for the future' - an appeal addressed to children in risk situations (7.058.823 Euros), the other addressed to youngs in risk situations (5.705.882 Euros);
    • 3. The appeal of proposals of projects 'Coherent', by means of which one shall finance local and regional initiatives for the reduction of national inequalities and for the promotion of social inclusion (4.458.598 euro).
  • The Programme also includes a predefined project, that follows to support the efforts of National Council for the Fight against Discrimination (NCFD) of elaboration of a new national strategy in the field. It follows that the project should be implemented by NCFD in partnership with Council of Europe.
  • Financing Facility 'PLUS'(4.787.728,95 EUROS): it is addressed exclusively to projects promoters that have in progress projects financed from the funds of RO10 Programme. One grants PLUS funds for activities that contribute to the reaching of projects objectives, be it by the inclusion of new activities (that were not planned in the initial project), be it by the extension/development of some activities already included in the project activities plan;

Funds for bilateral relationships:

  • a. Measure (120.000 Euros): funds (in a certain amount) for the organizing of common activities with the aim of concluding a cooperation agreement, a partnership agreement and/or for the preparation and the handing in in partnership of a project within the respective appeal of projects proposals;
  • b. Measure (100.000 Euros): financings destined to the facilitation of exchange and transfer of knowledge, technology, experience and good practices in the Project area, with entities in the Donor States or international organizations; appeal open exclusively to the projects Promoters with RO10-CORAI projects in implementation.

Expected results

  • set of integrated and efficient measures that should aim at groups of children and youngsters in risk situations;
  • the cooperation of public authorities with civil society with the aim of developing initiatives destined to reduce inequalities, to strengthen anti-discriminating measures in favour of groups vulnerable to phenomena of social and economic marginalizing.

At the general level, the Programme aims at:

  • the improvement of school attending, especially in the ranks of children of Gypsy ethnicity, including the increase of access and participation to pre-school education;
  • the increase of awareness level concerning the importance of education in the ranks of Gypsy ethnicity families and that of local communities;
  • a better development of life abilities in the ranks of institutionalised children and youngsters or those belonging to other vulnerable groups;

At the general level, the Programme aims at:

  • professionals better prepared for the work with children and youngsters and in the ranks of those involved in the problems of social inclusion and of discrimination fighting;
  • the increase of the degree of access to services adapted to the needs of children and youngsters at risk;
  • the adoption of coherent measures, at the local and regional level, that should aim at inequalities, discrimination and marginalizing, and that should be initiated, in a participating manner, by the local institutional actors and by civil society;
  • the development of some relevant partnership relationships between the interested factors involved in the promotion of social inclusion and in the fighting against discrimination.

CORAI Programme shall lead to:

  • the creation of some new services or that of some new components within some already existing services, that should offer integrated assistance for a number of 7.000 children and youngsters being in risk situations (including those of Gypsy ethnicity);
  • 8.000 parents/tutors of the children and youngsters being in risk situations shall receive specific support services;
  • 300 professionals who provide services to children and youngsters being in risk situations shall be trained in fields of interest for their work;

CORAI Programme shall lead to:

  • The initiation of at least 10 new networks of exchange and transfer of good practices, partnerships or coalitions among public institutions, the private milieu and that of civil society, with the aim of fighting discriminatory practices and social exclusion of disadvantaged groups;
  • 300 representatives of local, County, regional and national authorities and of the private sector and civil society shall acquire new and specific items of knowledge, as a result of their participation to sessions of formation, seminars, conferences, type network activities (at least 100 shall be representatives of local and County authorities from areas/localities with high Gypsy percentage).
